The Egyptian Air Defence Forces (EADF) recently confirmed the integration of the Thales Ground Master 403 (GM403) long-range surveillance radar into its national sensor network. This verification occurred during the Egypt Defence Expo (EDEX) 2025 in Cairo, effectively ending years of speculation regarding Egypt’s procurement of the Ground Master series. While unofficial reports of the acquisition first surfaced in 2021 via defence observers, the 2025 exhibition provided the first formal evidence of the system’s active status. Visual displays at the EADF pavilion showed the GM403 deployed at a strategic site overlooking the Nile, operating alongside the BAE Systems Commander SL, another S-band long-range 3D radar already established in the Egyptian inventory.
The GM403 belongs to the Thales Ground Master 400 family, a series of fully digital 3D Active Electronically Scanned Array (AESA) radars. In technical terms, a 3D radar is a sensor that simultaneously measures a target’s range, bearing, and altitude, providing a comprehensive aerial picture that 2D systems cannot achieve. The “403” variant is the mobile, high-mobility version of the family, designed to fit within a single 20-foot ISO shipping container weighing less than ten tons. A four-person crew can set up or decamp the system in approximately 60 minutes; this rapid deployment capability is essential for survivability in modern electronic warfare environments.
Operating in the S-band (specifically between 2.9 and 3.3 GHz), the GM403 employs Gallium Nitride (GaN) semiconductor technology. GaN allows the radar to operate with higher power efficiency and thermal stability compared to older silicon-based systems. This efficiency translates into a detection range of approximately 470 kilometres for large targets, while the system remains capable of tracking low-altitude, small radar-cross-section threats such as cruise missiles and unmanned aerial vehicles (UAVs). Its digital beamforming technology allows it to “stack” multiple beams simultaneously, which notes every target in the search volume without the lag associated with mechanical scanning.
Beyond the hardware itself, the 2025 confirmation emphasised the industrial cooperation between Thales and Egypt. A joint venture between Thales and Benha Electronics—a subsidiary of the state-owned Arab Organisation for Industrialization (AOI)—now manages maintenance and technical support for these radar systems. This partnership, known as Thales Benha Electronics for Electronic Industries (TBEI), represents a transition toward domestic sustainment of advanced sensors. By localising maintenance, the EADF ensures higher operational availability and reduces the logistical tail associated with foreign-led repairs.
The Egyptian exhibition stand further showed a broader ecosystem of Thales-linked technologies. This includes the Ground Observer (GO) series of tactical surveillance radars and the Sophie Ultima electro-optical targeting system. The Sophie Ultima is a handheld thermal imager that combines long-range infrared sensing with a laser rangefinder and internal GPS, allowing operators to identify and designate targets in total darkness or through smoke. Additionally, the display featured hand-launched UAVs from the AeroMapper line, a Thales subsidiary. These models, including the Avem, Noctua, and Grizzly, provide tactical Intelligence, Surveillance, and Reconnaissance (ISR). The Noctua model, for instance, offers up to five hours of endurance and is optimized for beyond-line-of-sight operations; this makes it a suitable companion for ground-based radar units needing to investigate “dead zones” or terrain-masked areas.
Egypt’s adoption of the GM403 aligns with a wider trend of Thales’ expansion across the African continent. Morocco reached a notable milestone in July 2021 by taking delivery of Thales’ Ground Master radar, part of a multi-unit contract signed in 2019. In West Africa, Senegal operates the GM400 as the primary sensor for its SkyView command-and-control system located at the Ouakam Air Base in Dakar. The Ivory Coast also recently modernised its air defence by acquiring three GM200 medium-range radars and one GM400 long-range unit. These regional deployments demonstrate the Ground Master’s reputation for reliability in diverse climates, from the humid coastal regions of Senegal to the arid, high-clutter environments of the Nile Valley.
The integration of the GM403 into the EADF serves to fill gaps in long-range detection while providing a mobile alternative to fixed radar sites. In a region where aerial threats range from sophisticated multirole fighters to “low and slow” asymmetric drones, the ability of the GM403 to filter out ground clutter and wind farm interference is a substantial tactical asset. Furthermore, the EADF continues to pursue a multi-layered defence strategy, evidenced by its interest in the US-made National Advanced Surface-to-Air Missile System (NASAMS) and the German-made Skynex air defence system.
Also, in early 2025, the United States authorized the sale of the AN/TPS-78 long-range radar system to Egypt, marking a $304 million investment in the country’s air defense capabilities. Facilitated through Northrop Grumman Corporation, the deal includes not only the radar but also cryptographic devices, secure GPS systems, spare parts, software, and comprehensive training for Egyptian military personnel.
Earlier on, in 2022, the US Defense Security Cooperation Agency announced the sale of three SPS-48 Land-Based Radar systems and related equipment and services valued at $355 million.
By confirming the use of the GM403, Egypt demonstrates a commitment to a high-fidelity, interoperable air defence network. The combination of long-range S-band sensors, localised maintenance through the Benha joint venture, and the integration of tactical UAVs shows a cohesive approach to airspace sovereignty. As of early 2026, the EADF possesses one of the most sophisticated radar blankets in North Africa, capable of monitoring both its maritime interests and its inland strategic corridors with high precision.
