In a move that signals a fresh phase in US-Egyptian military ties, Egypt has put forward a request to purchase the National Advanced Surface-to-Air Missile System (NASAMS) from the United States, with the deal carrying a price tag of $4.67 billion.
This request, greenlit by the US State Department and formally presented to Congress on 24 July, reflects Egypt’s push to strengthen its air defence capabilities at a time of shifting regional challenges. Beyond the acquisition of a cutting-edge missile system, the package also includes the AIM-120 Advanced Medium-Range Air-to-Air Missiles (AMRAAM), a weapon Egypt has long sought but been denied, raising questions about its potential use not only with NASAMS but also aboard Egypt’s fleet of F-16 fighter jets. NASAMS, developed through a partnership between Norway’s Kongsberg Defence and the American firm Raytheon, stands out as a versatile and proven air defence system.
It is currently deployed by more than a dozen nations, including the United States—where it safeguards the capital region—alongside Norway, Finland, Spain, the Netherlands, Oman, Lithuania, Indonesia, Australia, Qatar, Hungary, Ukraine, and one undisclosed country. Its real-world credentials shone through in Ukraine, where it has been instrumental in countering Russian aerial assaults.
The system is engineered to tackle a broad spectrum of threats, from fixed-wing and rotary aircraft to unmanned aerial vehicles (UAVs) and cruise missiles, making it a valuable asset for Egypt as it looks to fortify its defences against evolving dangers, particularly low-flying cruise missiles and drones that pose unique interception challenges. The specifics of Egypt’s request reveal a comprehensive package designed to overhaul its air defence framework. Included are four AN/MPQ-64F1 Sentinel radar systems, 100 AMRAAM-Extended Range (ER) missiles, 100 AIM-120C-8 AMRAAMs, and 600 AIM-9X Sidewinder Block II tactical missiles, supplemented by spares like two AIM-120C-8 guidance sections and one AMRAAM control section.
The deal also covers 150 AIM-9X Sidewinder Captive Air Training Missiles (CATMs), 62 AIM-9X tactical guidance units, and 20 AIM-9X CATM guidance units. Beyond the hardware, Egypt would receive canister launcher systems, communications nodes, encryption and Identification Friend or Foe (IFF) devices, training systems, missile containers, and spare parts, all overseen by RTX Corporation as the prime contractor. The AMRAAM-ER, tailored for NASAMS, merges features of the RIM-162 Evolved Sea Sparrow Missile (ESSM) and advanced AIM-120 variants, delivering greater range and altitude than standard AIM-120s. At the same time, the system’s ability to fire infrared-homing AIM-9X and IRIS-T missiles adds further flexibility—Egypt already uses the latter in its surface-launched form, enabling shared missile stocks.
A striking element of this deal is the inclusion of AIM-120 AMRAAMs, which Egypt has been barred from acquiring for decades due to US policies aimed at preserving Israel’s qualitative military edge (QME), a requirement enshrined in American law. This restriction has left Egypt’s 220 F-16s—the fourth-largest fleet of its kind globally—dependent on the ageing AIM-7 Sparrow missile for air defence roles. The Sparrow, with its semi-active radar homing, lags far behind the AMRAAM’s ‘fire and forget’ capability and capacity to engage multiple targets at once. Now, with AMRAAMs part of the NASAMS package, speculation is rife about whether Egypt might finally equip its F-16s with these missiles, a step that could dramatically enhance their combat effectiveness. The AIM-120C-8, a widely used air-to-air variant, could feasibly be integrated onto Egypt’s F-16C/D models (Block 25 and later), many of which are either natively compatible or could be retrofitted, though US approval for such a move remains uncertain.
This request arrives amid Egypt’s ongoing efforts to diversify its military arsenal. Earlier this year, it emerged that Cairo had procured HQ-9B air defence systems from China, a platform akin to Russia’s S-300 with a reported range of 250 kilometres and the ability to carry eight surface-to-air missiles per launcher. While the HQ-9B bolsters Egypt’s long-range defences, NASAMS offers a complementary edge against shorter-range, low-altitude threats, dovetailing with the IRIS-T missiles already in Egypt’s inventory. The Defence Security Cooperation Agency (DSCA) noted that this sale would “improve Egypt’s capability to meet current and future threats by enhancing its ability to detect various air threats,” framing it as a boost to a key non-NATO ally that plays a vital role in Middle Eastern stability and economic progress. Historically, US arms sales to Egypt have been shaped by the need to maintain Israel’s QME, a policy rooted in the two nations’ past conflicts. This has meant Egypt’s F-16s have been stuck with dated weaponry—primarily AIM-9L/M Sidewinders and AIM-7M Sparrows—mirroring the loadout of a US tactical fighter from the late 1980s.
The Sparrow’s limitations, including its inability to support ‘fire and forget’ engagements or engage multiple targets without a datalink (introduced in later AMRAAM variants like the AIM-120C-5), have hampered Egypt’s air defence potential. While these older missiles have sufficed for counterinsurgency operations, such as those against Islamic State affiliates, they fall short against more advanced threats. Equipping the F-16s with AMRAAMs and AIM-9X missiles—both potentially compatible with the fleet—would mark a leap forward, though it hinges on Washington’s willingness to relax its longstanding constraints. Egypt’s military procurement has not been confined to the US. In recent years, Cairo has broadened its supplier base, acquiring MiG-29M/M2 Fulcrums from Russia (some lost or damaged in Sudan) and Dassault Rafales from France. A deal for Russian Su-35 Flankers fell apart under US pressure, including threats of sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA), with the aircraft later linked to Algeria and Iran.
Reports have also surfaced of Egypt eyeing China’s Chengdu J-10 fighters as possible replacements for ageing F-16s, reflecting a pivot away from Russia amid its waning reliability as an arms partner. Against this backdrop, the NASAMS request suggests a renewed focus on US collaboration, possibly spurred by Washington’s earlier hints at offering F-15s to steer Egypt away from Russian systems. Even if AMRAAMs do not immediately reach Egypt’s F-16s, the NASAMS deal itself promises a substantial upgrade to Cairo’s air defence network. With its track record in Ukraine and widespread adoption by NATO and allied states, the system is among the most capable of its kind, offering Egypt robust protection against a range of aerial threats.
The potential for AMRAAM integration onto the F-16 fleet adds another layer of intrigue—should it proceed, it would end a decades-long anomaly driven by geopolitical calculations, bringing Egypt’s air force closer to modern standards. Regardless, this acquisition highlights a deepening US-Egyptian partnership and positions Egypt to better navigate the complex security dynamics of the Middle East, balancing its reliance on multiple global powers while enhancing its military strength.
