Morocco has formally commenced the industrial phase of its partnership with Israeli defence firm BlueBird Aero Systems, preparing to manufacture the SpyX loitering munition domestically. This development marks a pivotal shift in the North African kingdom’s defence strategy, transitioning from a net importer of off-the-shelf hardware to a localized producer of advanced tactical systems.
BlueBird Aero Systems, a subsidiary of the state-owned Israel Aerospace Industries (IAI), recently confirmed via professional channels that it has hosted a delegation of Moroccan engineers and technicians. The team underwent specialised training on the production processes for the SpyX at the company’s facilities. This knowledge transfer serves as the precursor to the opening of a dedicated manufacturing plant in Benslimane, a developing industrial hub in the Casablanca-Settat region.
The SpyX Platform: Capabilities and Specifications
The SpyX is a tactical electric loitering munition designed for field deployment by small units. Unlike larger strategic drones that require runways or heavy catapults, the SpyX is rail-launched and expeditionary. It serves a dual role: acting as an Intelligence, Surveillance, and Reconnaissance (ISR) asset and, when a target is identified, converting into a precision strike weapon.
From a technical perspective, the airframe is designed for a low logistical footprint. It features an operational range of 50 kilometres and an endurance of approximately 90 minutes to two hours. The system utilises an electric motor, which reduces acoustic signature—a critical factor for avoiding detection during the terminal attack phase. The platform attacks at speeds of up to 250 km/h, ensuring that targets have minimal reaction time once the engagement sequence initiates.
The munition carries a 2.5-kilogram warhead, which sits within a dedicated compartment rather than being integrated structurally, allowing for modular swaps between anti-personnel and anti-tank variants. Guidance is provided by a dual-sensor payload (Electro-Optical and Infrared), allowing for day and night operations. The system supports “man-in-the-loop” control, enabling the operator to abort an attack or “wave off” at the last second if collateral damage risks appear, a capability essential for modern rules of engagement.
Strategic Industrialisation and Technology Transfer
The establishment of the Benslimane facility represents the tangible output of the defence cooperation pact signed between Rabat and Tel Aviv in November 2021. While Morocco has previously operated BlueBird’s WanderB and ThunderB Vertical Take-Off and Landing (VTOL) ISR drones, the move to local manufacturing indicates a deeper level of integration.
This project functions under a Technology Transfer (ToT) model. By training Moroccan engineers to assemble, integrate, and sustain these systems locally, the Royal Moroccan Armed Forces (FAR) aims to reduce dependency on external supply chains during crises. This aligns with a broader national directive to modernise the defence sector and foster a domestic military-industrial complex. Local media reports suggest this facility will be the first of its kind in North Africa to manufacture loitering munitions of this class.
This development is part of a wider diversification strategy. The kingdom has simultaneously pursued drone production agreements with Turkish manufacturer Baykar, following the successful deployment of Bayraktar TB2s, and has engaged with India’s Tata Advanced Systems for the production of wheeled armoured platforms. The government’s defence budget projections, which some reports estimate could reach approximately $15.7 billion by 2026, reflect the scale of this modernisation and industrialisation drive.
The Asymmetric Advantage
The focus on loitering munitions addresses specific operational requirements for the FAR. Morocco faces a complex security environment, including border security challenges and asymmetric threats from non-state actors in the region.
Loitering munitions bridge the gap between expensive precision-guided missiles and standard artillery. For African and Middle Eastern militaries, they offer a cost-effective means to project power. According to market analysis by the South African Paramount Group, the global loitering munition market is projected to surge by over 500% between 2020 and 2024. These systems allow forces to engage high-value mobile targets—such as technicals, radar stations, or command posts—without risking manned aircraft or expending high-cost ordnance like the Hellfire missile.
The successful field testing of the SpyX by Moroccan forces in March 2024 validated the system’s suitability for the kingdom’s terrain and operational doctrine.
Regional Implications
The Benslimane plant places Morocco in a niche group of emerging drone manufacturers. By securing the rights to produce the SpyX, Morocco not only secures its own supply but positions itself as a potential future exporter to other African nations seeking to modernise their arsenals.
The deal also solidifies the Israeli defence industry’s footprint in North Africa. BlueBird, now 50% owned by IAI, leverages this partnership to compete in a market traditionally dominated by US and French suppliers, and increasingly, Turkish competitors. For Morocco, the facility creates a high-tech ecosystem, generating skilled employment for engineers and technicians while enhancing the technological independence of its armed forces.
