AFRICOM pursues IT and Supply Chain Innovations to strengthen logistical Ties in Africa

The United States Africa Command, known as AFRICOM, has turned its attention to sourcing cutting-edge information technology systems and supply chain management tools as part of a broader push to improve coordination and uniformity in logistics across its operational zone.

This effort targets the persistent hurdles that hamper effective military support and joint actions among African partner nations, where varying standards and resource limitations often complicate responses to security threats. By inviting input from industry players, AFRICOM aims to foster solutions that align doctrines, training programmes, and educational frameworks, ultimately creating a more cohesive framework for handling supplies and deployments in a continent marked by diverse terrains and political landscapes.

Brigadier General George Dietrich, who oversees logistics for AFRICOM, has pointed out that many African allies express a strong desire to update their logistical setups whenever feasible. He sees the American defence sector as a key ally in tackling these obstacles, given its expertise in developing reliable systems. Dietrich’s observations stem from direct engagements with regional forces, where the need for streamlined processes becomes evident during exercises or real-world crises. In Africa’s vast expanse, where conflicts can erupt in remote areas far from established supply lines, the ability to move troops, equipment, and provisions swiftly can determine the success of operations against insurgencies, piracy, or humanitarian emergencies.

One of the core issues lies in the continent’s infrastructure shortcomings, which make transportation a constant struggle. Roads in many areas remain underdeveloped or impassable during rainy seasons, airfields lack the capacity for heavy lifts, and ports suffer from congestion or inadequate facilities. These constraints force militaries to rely heavily on their own logistics networks, often stretching limited resources thin. Dietrich explained that when a nation faces an internal crisis, its armed forces typically serve as the main logistical backbone, stepping in where civilian systems fall short. This dual role amplifies the pressure on military units to perform efficiently, yet without standardised approaches, coordination with international partners becomes fragmented.

Cultural and procedural differences among African militaries add another layer of complexity. Each country brings its own methods for inventory tracking, maintenance scheduling, and personnel training, leading to mismatches during multinational efforts. Low levels of system integration mean that data sharing—essential for real-time visibility of stock levels or asset locations—remains inconsistent. AFRICOM’s interest in IT solutions focuses on bridging these gaps, perhaps through shared software platforms that allow secure, cross-border access to logistical data. Supply chain tools could automate procurement and distribution, reducing delays caused by manual processes or incompatible formats.

A further complication arises from the eclectic mix of military hardware in use across the region. Many African forces operate equipment donated or purchased from a patchwork of suppliers, resulting in fleets that lack uniformity. Dietrich noted that these assortments often come without comprehensive support networks, leaving operators to improvise repairs or source parts from unreliable channels. This diversity not only increases maintenance costs but also hinders joint exercises, where incompatible systems can delay interoperability. For instance, a unit equipped with Soviet-era vehicles might struggle to align with partners using Western gear, affecting everything from fuel compatibility to spare parts availability.

By pursuing standardised IT and supply chain frameworks, AFRICOM seeks to create a common language for logistics that transcends national boundaries. Such systems could enable predictive analytics for equipment failures, optimised routing for transports, and centralised databases for tracking assets in transit. In the context of Africa’s security landscape—plagued by groups like Boko Haram in the Sahel or al-Shabaab in the Horn—these improvements would allow faster responses to threats, ensuring that allied forces can deploy jointly without logistical bottlenecks. Dietrich’s emphasis on modernisation reflects a recognition that outdated methods leave vulnerabilities, particularly in multinational coalitions where seamless cooperation is key to outmanoeuvring adaptive adversaries.

The initiative also holds promise for building capacity among African partners, potentially through training programmes tied to the new technologies. As AFRICOM collaborates with industry, the focus will likely include scalable solutions that accommodate varying budgets and technical expertise levels. This approach not only bolsters immediate operational readiness but also contributes to long-term stability, as stronger logistical foundations empower nations to handle crises independently while integrating with broader alliances.

Relatedly, last year, Technology company CACI received a $1.3-billion contract to deliver communications and information technology (IT) expertise for the US Africa Command (USAFRICOM) and European Command (USEUCOM).

As part of the contract, CACI will upgrade vital hardware and software performance and optimize communications and IT assets for the agencies. The firm will also provide end-user support for more than 11,000 US personnel stationed across 60 locations in Africa and Europe.

Additional services will focus on cybersecurity and zero trust solutions implementation, Joint All Domain Command and Control integration, cloud enablement, edge computing, and Commercial Solutions for Classified processes.

Earlier in 2022, Virginia-based IT management firm General Dynamics Information Technology (GDIT) was selected as the network provider and support for the US Air Force in Europe and Africa, according to the Department of Defense.

The $908-million IT network services deal is expected to be completed in July 2027. An optional three-year extension could run through July 2030. GDIT was awarded the grant out of six bids the Air Force Installation Contracting Command received.
