The border surveillance system solutions developed by HAVELSAN, which meet the needs of monitoring border areas and detecting security threats, are attracting interest from various countries. HAVELSAN will make the first export of its Matra product within the scope of the Romanian Integrated Maritime Surveillance System (SCOMAR) Modernization Project tender.

At the ceremony held at the Border Police Headquarters in Bucharest, Romania, the contract was signed by the General Inspector of the Romanian Border Police Quaestor Cornel-Laurian Stoica and HAVELSAN Vice President, Command & Control and Defense Technologies Savaş Yanık. Türkiye’s Ambassador to Romania, Özgür Kıvanç Altan, also attended the ceremony.

Under the contract, the existing SCOMAR system of Romania will be equipped with HAVELSAN’s MATRA Coastal Surveillance and Vessel Traffic Management Software by replacing new technology radar, electro-optic systems, and IT hardware without any service interruption while the current system is operational.

The system will be managed from the Romanian Coast Guard Command center in Constanta on Romania’s Black Sea coast. The system, which is planned to be delivered by HAVELSAN within 24 months, will provide maritime situational awareness to law enforcement by creating a live maritime picture in the 100 nautical mile area, including Romania’s Black Sea coastline, regional, intermediate area, and exclusive economic zone.

The system, which will enhance capabilities in coastal surveillance and border control, search and rescue operations, combating smuggling, irregular migration, and illegal fishing, will facilitate information exchange with the country’s organizations such as Marine and Port Security, Maritime Customs Control, Marine Environmental Protection and Awareness, Maritime Search and Rescue, and Fisheries Inspection/Control Units.

HAVELSAN’s Vessel Traffic Services (VTS) Software MATRA, developed to monitor, organize, and manage all ship traffic movements in the straits with a national system using the capabilities of the Turkish defense industry, was successfully used in NATO’s Maritime Security Exercise, which Romania also participated in.

By creating a Recognised Maritime Picture, MATRA integrates data from radars, electro-optic sensors, the Automatic Identification System (AIS), and other sensors to provide a comprehensive maritime overview for boosting effectiveness in maintaining maritime security.

MATRA CSS, Coastal Surveillance System significantly improves situational awareness through its comprehensive radar coverage of coastal areas, territorial waters, and exclusive economic zones enabling an efficient response against smuggling, human trafficking, maritime pollution, illegal immigration, and illegal fishing.

By creating a Recognised Maritime Picture, CSS integrates data from radars, electro-optic sensors, the Automatic Identification System (AIS), and other sensors to provide a comprehensive maritime overview for boosting effectiveness in maintaining maritime security.

MATRA SAR, the Search and Rescue system serves as a reliable response decision support system utilized in Search and Rescue scenarios, providing invaluable assistance. Harnessing the power of the latest generation of information technology, MATRA SAR stands at the forefront of advancements in Search and Rescue operations.

With its high technology capabilities, MATRA VTS, Vessel Traffic Services is dedicated to enabling safer and more efficient vessel navigation, in line with IALA standards. MATRA VTS ensures secure navigation from port to port across diverse waterways, straits, and canals while prioritizing environmental sustainability.
