Kenya receives Israeli SPYDER air defence system

Rafael’s quick-reaction, combat-proven Air Defense Systems include the SPYDER family: SPYDER SR, SPYDER MR, SPYDER LR, SPYDER ER, and SPYDER All-in-One. These systems can rapidly neutralize multiple aerial threats such as aircraft, UAVs, and precision-guided munitions, and now offer counter-TBM (tactical ballistic missile) capability. They are flexible, customizable, and transportable by aircraft, making them suitable for various operational environments.

In mid-December 2025, the Kenya Defence Forces (KDF) achieved a notable milestone in their ongoing military modernisation program with the arrival of the Surface-to-air Python and Derby (SPYDER) air defence system. Delivered via an Air Cargo Boeing 767-3Q8 freighter operated by the Israeli Ministry of Defence, the arrival of this hardware marks a substantial shift in Nairobi’s defensive posture.

This acquisition, valued at approximately KSh 3.4 billion (about $26 million), comes as part of a bilateral security agreement between President William Ruto and Israeli Prime Minister Benjamin Netanyahu. Financed through an Israeli government-backed loan, the deal allows Kenya to integrate advanced missile technology originally designed for high-end air-to-air combat into a mobile, ground-based architecture.

The decision to procure the SPYDER system follows years of increasing regional instability and the rapid proliferation of low-cost unmanned aerial vehicles (UAVs) across East Africa. According to budget documents submitted to the Kenyan Parliament, the Sh3.4 billion loan covers the procurement of one reinforced battery of the medium-range variant. This investment represents roughly 70 per cent of the Ministry of Defence’s development budget for the 2025-2026 fiscal year, illustrating the high priority the administration places on securing Kenyan airspace against sophisticated asymmetric threats.

The SPYDER system, manufactured by Rafael Advanced Defense Systems, is a quick-reaction, all-weather missile platform. Its design philosophy centres on mobility and the ability to engage multiple threats simultaneously in a 360-degree envelope. Unlike traditional static defence systems, SPYDER units can detect, track, and engage targets while on the move, which reduces their vulnerability to counter-battery fire or preemptive strikes.

At the heart of the system are two distinct interceptor types: the Python-5 and the Derby. Both began as air-to-air missiles but were adapted for surface-to-air roles. The Python-5 is a fifth-generation short-range interceptor that utilises an imaging infrared (IIR) seeker. This seeker provides the missile with full-sphere launch capability, meaning it can engage targets regardless of their relative position to the launcher. It also features advanced infrared counter-countermeasures (IRCCM) to distinguish between genuine aircraft heat signatures and defensive flares.

The Derby missile provides the beyond-visual-range (BVR) capability for the battery. It utilises an active radar homing seeker, making it a “fire-and-forget” weapon that does not require constant guidance from the ground-based radar after launch. In early 2023, Rafael introduced hardware and software upgrades to the Derby interceptor specifically to counter tactical ballistic missiles (TBMs). This enhancement gives the KDF a layered defence that can address everything from high-altitude fighter jets to precision-guided munitions and ballistic threats.

A critical component of the reinforced battery delivered to Kenya is the radar suite provided by Elta, a subsidiary of Israel Aerospace Industries (IAI). The medium-range configuration typically includes the EL/M-2106 Advanced Tactical Acquisition Radar (ATAR). This three-dimensional (3D) solid-state radar can track up to 500 targets simultaneously. It operates in the L-band and is designed specifically to detect low-signature targets, such as small drones or cruise missiles, in complex environments.

The system supports two primary engagement modes: lock-on before launch (LOBL) and lock-on after launch (LOAL). The LOBL mode is used for immediate, visible threats where the missile’s onboard seeker can acquire the target before it leaves the rail. LOAL is utilised for targets detected at longer ranges or those obscured by terrain; in this mode, the missile is launched toward a predicted intercept point and activates its own seeker mid-flight to finalise the kill. This dual-mode capability provides operators with the flexibility required to manage fast-moving aerial incursions in the diverse Kenyan topography.

The acquisition of the SPYDER system is not an isolated military purchase; it is a response to a shifting security landscape in the Horn of Africa. For over a decade, Kenya has faced persistent threats from Al-Shabaab, a militant group based in Somalia. More recently, however, the threat has evolved. Noordin Haji, the Director-General of the National Intelligence Service (NIS), recently warned that Al-Shabaab and ISIS-linked groups have begun collaborating with Houthi rebels in Yemen. This partnership provides regional militants with access to more advanced weaponry, including sophisticated drones and training in electronic warfare.

As drones become a staple of non-state actor arsenals, the KDF’s need for a specialised counter-UAV platform has become acute. The SPYDER’s ability to detect and neutralise small, low-flying uncrewed systems makes it a vital asset for protecting critical infrastructure, such as airports, government buildings, and border outposts. The NIS has noted that the “spillover effects” of Middle Eastern conflicts are increasingly felt in Africa, making the continent an emerging epicentre of high-tech terrorism.

Geopolitical competition also influences Kenya’s defence spending. Neighbouring Ethiopia installed its own SPYDER-MR systems near the Grand Ethiopian Renaissance Dam (GERD) in 2019 to protect the site from potential aerial sabotage. Since then, Ethiopia has further modernised its air defences with Russian-made Pantsir S1 systems and long-range drones from Turkey. By procuring an equivalent Israeli system, Kenya ensures it maintains a technological balance in the region, preventing a defensive vacuum that could be exploited during diplomatic or border disputes.

Financing the KSh 3.4 billion acquisition required substantial domestic political coordination. In 2024, the Ministry of Defence requested an additional Sh3 billion specifically to facilitate this purchase. Kenya’s defence expenditure has seen a steady rise, climbing from Ksh147.37 billion in 2023 to Ksh166.8 billion in 2024. This increase demonstrates a national commitment to transitioning from a purely counterinsurgency force to a modern military capable of conventional state-on-state deterrence.

The use of an Israeli government-backed loan indicates a deepening of the strategic partnership between Nairobi and Tel Aviv. This relationship extends beyond hardware procurement into intelligence sharing and counter-terrorism training. For Israel, Kenya serves as a stable democratic partner and a security anchor in a volatile region. For Kenya, Israel provides a source of “battle-proven” technology that is already operational with eight major world militaries, including NATO members like the Czech Republic.

Integrating the SPYDER system into the KDF will require specialised training for Kenyan personnel. A typical battery is managed by a relatively small crew, utilising automated command-and-control (C2) units to minimise human error. The system’s open architecture allows it to be integrated with existing Kenyan radar networks and communications systems, creating a “net-centric” defence grid. This connectivity allows different units to share data in real-time, ensuring that a target detected by a border patrol radar can be engaged by a SPYDER battery located several kilometres away.
