The Eastern Mediterranean recently served as the backdrop for Medusa-14, a substantial multinational naval exercise designed to synchronize the maritime capabilities of five key regional partners. From November 17 to 25, 2025, naval, air, and special operations units from Egypt, Greece, Cyprus, France, and Saudi Arabia convened northeast of Alexandria. This iteration of the long-standing Medusa series involved a notable level of coordination, with 12 observer nations monitoring the proceedings to study the tactical and operational frameworks employed by the participating forces.
The geopolitical landscape of the Eastern Mediterranean necessitates a high degree of maritime readiness. Territorial disputes, the protection of undersea energy infrastructure, and the management of migration routes require navies to act with both speed and precision. Medusa-14 provides a platform for these nations to address such challenges through a unified command structure. By conducting joint drills, the participating countries demonstrate a collective commitment to international law and the freedom of navigation in contested waters.
Egypt, acting as the host, utilised its extensive naval infrastructure to facilitate the exercise. The Royal Saudi Naval Forces (RSNF) participated as part of a broader effort by the Saudi Ministry of Defence to diversify its training environments and enhance its ability to respond to regional shifts. France, regularly involved in Mediterranean security, deployed a frontline frigate to reinforce its role in maintaining regional stability. For Greece and Cyprus, the exercise is pivotal for validating their defence protocols in their immediate maritime vicinities.
The technical success of Medusa-14 relied on the integration of various high-end naval platforms. While specific hull numbers are often classified during active drills, the classes of ships involved represent the cutting edge of Mediterranean naval power.
Egypt likely deployed one of its two Mistral-class Landing Helicopter Docks (LHD). These vessels act as the centrepiece for amphibious operations, capable of transporting a full battalion of marines along with their armoured vehicles and landing craft. The Mistral-class also functions as a primary command-and-control (C2) hub, utilising sophisticated communication suites to manage the complex tactical picture across multiple domains.
The French Navy provided a frigate, possibly a FREMM (Frégate Européenne Multi-Mission) or a Horizon-class air defence destroyer. These ships are equipped with advanced radar systems, such as the Herakles or Empar, which provide long-range detection of both surface and aerial threats. During the exercise, the French vessel participated in cross-decking manoeuvres, where aircraft from other nations landed on its flight deck to test hardware compatibility and crew coordination.
Saudi Arabia’s contribution involved units from the RSNF, likely including Al Jubail-class corvettes. These Spanish-built Avante 2200 vessels are optimised for multi-mission profiles, featuring the Catiz combat management system, which facilitates information exchange with allied units. The inclusion of Saudi forces illustrates the expanding geographical scope of Mediterranean security partnerships.
Tactical Execution: The Island Recapture Scenario
The primary operational focus of Medusa-14 revolved around a complex multi-environment warfare scenario. The objective was the recapture of a fictional island that had been occupied by an armed rebel group. This type of mission requires a seamless transition from blue-water naval manoeuvres to green-water amphibious assaults.
The operation began with long-range reconnaissance missions to identify enemy positions and coastal defences. Special operations forces from the participating nations conducted covert insertions to gather human intelligence and mark landing zones. Following the intelligence phase, pre-landing air operations were launched to suppress enemy air defences and neutralise hardened fortifications.
The amphibious assault phase involved a coordinated ship-to-shore movement. This utilised a combination of landing craft and transport helicopters launched from the LHDs. Coordination is critical during this stage to ensure that ground forces are landed in a specific sequence that allows for immediate combat effectiveness. Once the beachhead was established, the forces moved inland to secure the island and its vital maritime access routes. This phase tested the ability of different nations to operate under a single tactical commander while using disparate radio equipment and operating procedures.
Addressing Asymmetric Threats and Electronic Warfare
Modern maritime security is no longer limited to ship-on-ship engagements. The proliferation of low-cost, high-impact technologies like Unmanned Aerial Systems (UAS) and Unmanned Surface Vessels (USV) has changed the nature of naval combat. Medusa-14 specifically addressed these asymmetric threats through counter-attack exercises.
Units practised detecting and neutralising drones that simulated “swarm” attacks, which are designed to saturate a ship’s defensive systems. These drills required the use of both kinetic solutions, such as close-in weapon systems (CIWS), and non-kinetic electronic warfare (EW) measures. EW operations during the exercise focused on jamming enemy communications and disrupting the data links used by autonomous systems. Navies must be able to maintain their own “tactical picture” while simultaneously denying the adversary the ability to see or communicate.
Naval air defence also played a central role. Participating frigates and land-based aircraft practised defending the fleet against simulated anti-ship cruise missile (ASCM) attacks. These manoeuvres require high-speed data processing and automated fire control to intercept fast-moving threats before they reach the inner defensive layer of the task force.
Maritime Interdiction and VISITEX Training
Beyond high-intensity combat, the exercise focused on the day-to-day requirements of maritime security, such as combating trafficking and enforcing sanctions. This was achieved through Visit, Board, Search, and Seizure (VBSS) training, often referred to in the context of the exercise as VISITEX (Visit and Inspection Exercise).
Marines and naval special forces practised boarding “vessels of interest” in both compliant and non-compliant scenarios. These drills involve fast-roping from helicopters onto moving decks and using rigid-hull inflatable boats (RHIB) to approach ships at high speeds. Once on board, the teams must secure the bridge and engine room, conduct a thorough search for illicit cargo, and manage the vessel’s crew according to international legal standards. This training is essential for securing maritime routes and protecting critical infrastructure like offshore oil and gas rigs.
Interoperability and Information Exchange
The greatest challenge in any multinational exercise is interoperability. In a naval context, this means the ability of different ships and aircraft to “talk” to one another. During Medusa-14, forces focused on building a common tactical picture, which is a shared digital map of all friendly and hostile units in the area.
This requires the use of standardised data links, such as Link 11, Link 16, or the newer Link 22. These systems allow a Greek radar to feed data directly to a French missile battery or an Egyptian command ship. Implementing these communication procedures of all types ensures that commanders have a clear understanding of the battlefield, reducing the risk of friendly fire and increasing the speed of decision-making.
Search and rescue (SAR) operations were also integrated into the tactical picture. In the event of a simulated ship sinking or aircraft downing, the task force had to coordinate SAR assets to recover personnel from the water. This involves complex search patterns and the use of EO/IR (Electro-Optical/Infrared) sensors to find survivors in low-visibility conditions.
Building Regional Maritime Stability
The closing phases of Medusa-14 demonstrated the high level of professionalism and readiness maintained by the participating navies. Major General Sherif Al-Arayshi, head of the Egyptian Armed Forces Training Authority, noted that the exercise provided a promising opportunity to exchange experiences and implement modern military tactics. By training together, these forces do more than just improve their technical skills; they build the interpersonal trust necessary for effective joint operations during real-world crises.
The participation of observer nations illustrates that the lessons learned during Medusa-14 have implications far beyond the Eastern Mediterranean. As naval technology continues to evolve, the ability to operate as part of a coalition becomes a primary requirement for any modern navy. The exercise confirms that the Mediterranean partners are prepared to act as a cohesive force to safeguard their collective interests and uphold the law of the sea.
