AOI and Pakistan’s GIDS Ink Defence Manufacturing Deal at EDEX 2025

AOI Chairman Major General Mokhtar Abdel Latif stated that the agreements are part of a strategy to deepen local manufacturing and make the organisation’s factories a hub for meeting the defence needs of Egypt and “brotherly and friendly” nations.

In a notable move to diversify its defence industrial base, Egypt’s Arab Organisation for Industrialisation (AOI) signed a Memorandum of Understanding (MoU) with Pakistan’s state-owned conglomerate, Global Industrial and Defence Solutions (GIDS), on December 2, 2025. The agreement, finalised during the Egypt Defence Expo (EDEX 2025) in Cairo, signals a shift towards “South-South” technical cooperation as Cairo seeks to reduce its historical reliance on Western original equipment manufacturers (OEMs).

The MoU was signed by AOI Director General Major General Abdul Rahman Abdul Azim Osman and senior GIDS officials, witnessed by AOI Chairman Major General Mokhtar Abdel Latif. While the official communique emphasised broad cooperation, the pairing of these two state entities points toward specific high-demand capabilities such as, unmanned aerial systems (UAS), precision munitions, and electronic warfare.

For the semi-technical observer, the value of this agreement lies in the complementary nature of the two organisations’ portfolios. The agreement specifically references leveraging AOI’s Aircraft Factory and Engine Factory in Helwan. These facilities are the backbone of Egyptian aerospace MRO (Maintenance, Repair, and Overhaul). The Aircraft Factory, which has historically assembled the K-8E trainer and components for the Dassault Rafale, offers GIDS a mature industrial base for final assembly lines (FAL). The Engine Factory, recently upgraded with digital manufacturing cells, provides the high-precision machining capability required for turbine components and missile airframes.

As Pakistan’s premier state defence exporter, GIDS aggregates the capabilities of seven different R&D organisations. Key systems likely to be on the table for localisation include; UAVs: The Shahpar-II and Shahpar-III Medium Altitude Long Endurance (MALE) drones. These platforms offer a non-ITAR (International Traffic in Arms Regulations) alternative to US systems, capable of carrying laser-guided munitions like the Burq missile. Precision Fires: The Fatah-II Guided Multiple Launch Rocket System (GMLRS), which offers a range of up to 400 km with CEP (Circular Error Probable) accuracy of under 10 meters. Loitering Munitions: Pakistan has aggressively developed loitering munitions (kamikaze drones) to counter asymmetric threats—a priority for the Egyptian Armed Forces in the Sinai Peninsula.

This MoU is not an isolated commercial transaction but the industrial corollary to deepening diplomatic and military ties. In November 2025, just weeks prior to EDEX, Egyptian Foreign Minister Badr Abdelatty visited Islamabad to meet with Pakistani military leadership. This high-level engagement followed the “Raad-1” joint special forces exercises held in Egypt in 2024, which focused on counter-terrorism and interoperability between the two nations’ elite units.

For Egypt, this partnership aligns with a “localisation first” strategy. By partnering with GIDS, AOI gains access to intellectual property (IP) and technology transfer (ToT) packages that Western firms are often reluctant to provide. Pakistan, conversely, secures a strategic foothold in North Africa, potentially using Egypt as a regional hub to market its hardware to the broader African continent.

The success of this MoU will be measured by its translation into metal-cutting reality. The first litmus test will likely be the establishment of a localised assembly line for tactical UAVs or loitering munitions within the next 12 to 24 months. If successful, this partnership could provide the Egyptian Armed Forces with a cost-effective, scalable source of precision firepower, insulated from the political conditionality of Western supply chains.
